Because the CARES act was covering medical costs for patients affected by Covid. There was money freed up prior to the CARES also for testing and supplies.

I believe the average hospital stay was 21ish days. 35k doesn't cover around the clock care for that. Like PPP, there was no oversight, helicopter cash for everyone.
