The President of the United States of America decides what the process is. All he has to do is speak the classified information publicly, and that means it's declassified. It's covered inby article 2 section 2 of the constitution, and challenges to that have already been decided in the courts.
It's not complicated, you're getting your panties in a bunch trying to find a way to make it illegal. It's just TDS. You need to get a grip buddy.
