every president has this argument with the national archives when they leave office. eventually they come to some kind of compromise.

the difference this time is the director of the national archives was an Obama lover who let obama get away with keeping truckloads of documents (trumps boxes would not have filled up one tractor trailer) and he's a trump hater who for the first time in history actually sent a criminal referral to the FBI for the same issue as past presidents.
