I'm sure there are others, but those are the two most pronounced foundationally industrial cities that come to mind. Detroit's decline was much more abrupt, but Cleveland has been slowly eroding for more than half a century.

Crazy huh. It's a shame, both have really good food and entertainment scenes, but you can easily cross the street into a war zone without even knowing it.

Property has to be bought at cheaper prices. Also theft was allowed on purpose to control food supply.
