The way the DNR operates in this state it wouldn't surprise me at all if that was a real sign. They have now started meeting you at the busier boat landings and making you drive across their portable steam / hot water bath with your boast and trailer so you don't transfer invasive species between lakes. I don't know how they are going to convince all the ducks and turtles to do the same.
