“The Church” whatever you mean by that, doesn’t have a policy that approves of these actions. Most churches handle these issues by punishing and reporting the child-abuse as they come to light, not approving of it and normalizing it.

That goes as well for the Boy Scouts, elementary schools, youth sports associations, juvenile detention, and any other group that sexualizes and abuses children. Most churches quietly handle the problems. Maybe to avoid the bad publicity but most churches do try to fix the problems when they occur. Which will happen because churches are made of people and none are perfect with some having more serious issues.
