We're actually close to maxing out and declining. Every prosperous country has seen huge declines in birth rates. I'm not a fan of open borders but the truth is if we don't import a lot of.young adults there won't be enough people in this country to do all the necessary work as our population ages. China has a demographic time bomb about to explode and Japan has already seen a decline as it population ages out. Russia is in a bad state too, exacerbated by low life expectancy due to one of the worst alcoholism rates in the world. We won't need a grand scheme to repopulate the world, just time and patience. Really just a matter of what is acceptable to the extremists. The days of having large families to work the farm and take care of mom and dad in their old age are long gone.

People who study demographics believe we will max out at 11 billion, and stay there. The only thing that is declining is growth rate. Systems that are built around a constant growth rate will have to be retooled. But slowing growth rate, and even a slowly declining population is not what the mathusian-eugenicists have in mind.
I've read it'll be less than 10 billion. Not familiar with the mathusian-eugenicists but unless they come up with a virus like Ebola that's easily transmissible or get us into a nuclear war then it's not going to happen.
