They are called "TRADE DEALS", like all the ones BUSH signed while president of the USA. BUSH signed all kinds of trade deals with the WTO that took american companies out of the USA and implanted into south american, central american, mexican, and pacific rim countries.
These "trade" deals cost americans jobs, but for the republicans, its better for corporations to use third world labor, and third world countries believe they can simply do nothing for its people because rich american corporations will come in and pay third world people slave wages.
You call it extortion, I agree, only, its the american people who are being extorted by exporting jobs to foreign countries and charges us top prices for goods.
