Yes and he severely hurt their petroleum industry which was the country's source of revenue for all the programs he tried. Ended up needing assistance from Russia and Cuba just to avoid collapse. After he died Maduro was even worse and the country collapsed including hyperinflation. Millions left the country. Maduro is staying in power at the point of a gun.
According to the last election half of the population voted. Of the rest many can't vote, like children. So once again you're wrong.
