We always set up irrigation systems to run early morning. Enough time to soak in but not wet long enough to cause mold and fungus and stuff.

Fall is the best time to reseed. I did it in early Spring and the grass got a good start but it got hot a lot sooner than normal and is stressing things before they have really good root systems.
