Doesn't look like such a proposal to me. But if that might prevent something like, say, an obviously mentally deteriorating 81 year old (at the time of the election) from running for President again because he wouldn't be able to run in the first place then sure.
Can't count on an officeholder's family being decent and merciful toward their elderly relative if they're more interested in retaining power.
