Next time I see them putting it down I'll ask what it is. It almost looks like asphalt but it's not, because they're still gravel roads and it wears off eventually.

What they use in my area is a biodegradeable oil made from wood pulp. It has a similar consistency and odor to molasses.

I doubt that's what they use here. Not as environmentally conscious. They DO spray something on some roads though which keeps the dust down for a short time.
