UPDATE...
Called the union hall today (yes, they didn't call me back, I had to call them) and here is basically what was said:
Them: Yes, we were told it is based 100% off how the hospital codes it. If it is coded emergency, it will be paid 100%. If it is coded non-emergency, it will be paid 80%.
Me: So, we have to self-diagnose then. Unbelievable.
Them: I understand where you are coming from. Basically the only thing I can suggest, is to talk to the doctor before the paperwork is filled out and explain that if it is not coded as an emergency, you will be liable for a significant portion.
So yeah, our bank accounts depend on how the doctor codes the claim that is sent into Teamcare.
