Only when there is a federal law. And even then States do not need to follow them just not impede federal authorities. Most laws are left to the states. AND there was no law about seceding(or not) back then. It was said it was unconstitutional to secede(please show me where?) And it was even said it was to also protect democracy. Smaller states have a slightly larger voice in the Electoral College than their population would suggest.Also if states were not allowed to secede then how did my own state(WV) secede from Virginia during the time the south seceded. PS we left due to little to no representation in Virginia politics. Sounds an awful lot like you want to do again with getting rid of smaller states voices with the Electorial College.
