The concern was that an unhinged trump would start an incident in order to keep himself in power after he lost the election. Many of our allies and rivals were concerned also. As it turned out with good reason after the attack on the Capitol.

They should’ve court martialed him, then. Nobody did because they knew Milley made the right decision in the context of Trump’s dangerous and needlessly escalatory rhetoric.
