I think he'll have to file a lawsuit against the state to recoup the bank fees, but speaking from personal experience don't expect too much. If he's lucky there might be a class action lawsuit against the bank for excessive usury via banking fees he can join like they did with Citizens.

Unfortunately, the subjects of the Peoples Socialist Republik of Kalifornia have the government they voted for.

Government is supposed to exist to serve its citizens. In the Peoples Socialist Republik of Kalifornia, the citizens exist solely to serve and sustain their government. When the government's funds run low, it will begin extracting whatever it needs from the citizens without any regard for fairness or due process of law, using mechanisms such as the DMV and its ability to levy "fines" and "fees" and garnish the checking accounts of those who fail to pay.

I have a friend who escaped from the Peoples Republik of Kalifornia a couple of years ago and fled up here to sanctuary in Oregon. He recently had almost $600 garnished out of his account here in Oregon because the subsequent owner of a vehicle he had sold 2 years ago in Kalifornia had apparently failed to register it or pay taxes on it. The PRK never notified my friend or made any effort to verify the status of the vehicle; they simply used their power to garnish his account, leaving him broke and putting the burden of proof on him to prove that he didn't owe the money. He has spent the last couple of months sending certified letters and photocopies of bills of sale etc. to various entities down there; and although he will (probably) get his money back it is apparent that they have no intention of cooperating or making any effort to expedite the process.
