In my local we were reimbursed our union dues. The overtime whores who were just in it for the money never attended a union meeting or steward seminar. They couldn't represent a member worth a and the members quickly learned to find alternative representation.
If a local that appoints stewards finds they're not doing a good enough job I would assume they could pull the appointment.
