I’m not talking about judgments regarding people’s public versus private personalities. I’m talking about judgments regarding their physical and mental state based on what one is seeing and hearing from them. How they’re actually doing. The stability of their existence.

And from that perspective, and maybe Im just crazy…Chuck Grassley seems to be doing better than Joe Biden right now.

You obviously don't watch his speeches. That's not stuttering, that's cognitive decline. If you watched him as senator or vice president you can easily see the difference. He has serious issues.
