Saying that paragraph only applies to feeder openings and not to feeder school is a distinction without a difference. Feeder openings get filled by sending people to feeder school and everybody goes to Feeder school bro. Everybody. Doesn't matter if you're FT, PT, off the street, CDL class A with all the endorsements and 20 years driving a rig. UPS doesn't put you behind the wheel until you pass their school period.

UPS needs to have a certain percentage of feeder qualified drivers in packages. UPS will post a list for feeder school when this percentage is not met or when UPS sees that they may need more feeder drivers in the future. They do not hire them from the street and place them in packages as feeder qualified drivers.
In the Central, anybody without 1 year UPS safe driving is ineligible to bid to feeder school, whether they have a CDL or not.
If the need arises right now, UPS needs drivers now, and UPS has used all the feeder qualified package drivers, and there are not enough package drivers interested in feeders to fill the jobs, UPS may give consideration to a non 1 year safe driving employee who has the same qualifications as an outside hire.
Yes, a PTer may go to feeder school if there is a job opening to be filled immediately and no FTer wants it.

It may seem confusing, but there is a big difference. The majority of the time, feeder school is to keep their 10%, not to fill an immediate job. So the majority of the time, combo, clerks, porters and PTers are ineligible.
