So instead of having a system that directly fund's itself more or less. You want a needs based welfare system. One that would punish people who invested or saved accordingly?
No.
More like the intended social insurance program, where if you become disabled, widowed, or poverty stricken and unable to work in old age (actual old age, not 65), then the insurance you've paid for will keep you off the street.

Welfare? Welfare tax? Where would the incentive threshold be?

SS was intended to be a baseline amount and have people save other money to live more comfortably.
When social security was started the retirement age was 65 and life expectancy was 60. Life expectancy is now 78, let's move retirement age to 83.

Should solve the problem.

What really broke social security was changing it from a retirement plan to a social welfare plan that pays out to many who contributed little or nothing to the fund.

So what "broke" it is the welfare aspect. The solution is to turn it into a welfare program?

The current system punishes people who invested or saved accordingly.

If I was in charge I would just say “partys over” and cancel the program entirely. Just because you got robbed doesn’t mean you get to rob someone else.

If they want to be mad at anyone it should be themselves for not doing this sooner.

Remember the story of the ant and the grasshopper?

The people who save and invest do not need social security. Social security is a pittance compared to actual investment income.

But they have 12.5% of everything they earn stolen every year until they die for something they will never need.

In fact we would prefer to just put that into our investments to let it grow faster, and then we could retire a decade sooner.

But the grasshoppers who never saved and just keep smoking cigarettes/drinking or doing drugs, calling out of work, spending frivolously and not taking care of themselves at all...

They are a net negative to the system. And they will cry like babies if you cut off their allowance.

All it takes is a bare minimum amount of personal responsibility and planning. You see the idiots we work with, anyone with a pulse could be making 70k+ a year as long as they show up and don’t hit anything too hard while too drunk.

Abolish social security. Let it run dry. Clad you're willing to take the hard road.

That's a false argument and you know it.

Life expectancy from birth and life expectancy from when you actually start paying into the system are vastly different things.

I think we should ship all the old people to other countries so we don't have to support them anymore.
We'll need time to prepare, best bet is to start the program with folks your age and younger. As soon as you hit 62 you're outta here, so start saving.

I'm not following you. Life expectancy has gone up 18 years, I don't think people are entering the workforce 18 years later than they were in 1936.
