The memorandum of understanding states the benefits will be AT LEAST the C6 plan. Many areas are searching for other/better options since in order for us to get 100% coverage on xrays and imaging, we'd have to use a company that doesn't exist anywhere that I know of in the West. Same with the vision and the dental benefits.

I do not know where you get AT LEAST from.

1. The base benefits for all employees covered by the Central States Health & Welfare shall be the C6.
