Almost 50% of people pay no federal income tax. A good amount have a negative rate and get back money they do not even pay.

Lots of these folks will fall into that category.
Minus a lump sum distribution they probably would fall into that category. However, a distribution is taxable as ordinary income
 
If you are rolling over to a Traditional IRA then you should not have a 10% penalty.
Have you considered the ROTH IRA? Which will impose some tax penalty.
You can do that after rolling over to your Trad IRA.

Check out money market IRA...It's basically a regular savings account, that draws more interest and is more flexible than other IRA's. The10% penalty is only imposed if there is an early withdrawal

So called workplace violence. No physical violence or threats...just a good ol fashioned disagreement between co-workers. I got screwed because the other guy had been there 6 or 7 years longer than me .
