They will find a way. Just like when part timers and full timers made almost the same hourly rate ..How is that going to happen, when the number of RPCD jobs are protected ?

The cost of the benefits is probably going to cost more than the savings in overtime.I think it's a little premature to speculate about the 22.4's.
Reason being....
It might not be the expected "windfall" the company is hoping for.
We'll see.

I just don't like the no 9.5 protection for them...the company would never abuse that .....Absolutely.
The only positive thing I can see from the addition of 22.4's....
It will reduce the wait time for a full-time driving job (in certain areas)
and reduce the need for RPCD's to be forced to work a different schedule.

If it's abused.... it's something to look at, in the next contract.
But, people bidding the job (or off the street hire) would know that in advance.
Understanding that, you can't blame (some) people for wanting to be more
than part-time for years. It's a stepping stone, to being a RPCD.

If the abuse everyone fears happens. Then the 25% threshold of 22.4s is closer to a 40%+ growth for ups.WTF?
