Who Gets Priority??

Assuming all ground drivers are exhausted, who gets priority for extra work specifically delivery ground packages?

1. Highest building seniority air driver.
Or
2. Combo employee inside sort/air driver 3rd in line as far as building seniority goes.

I would say highest seniority air driver. Combo drivers would run out of hours I would think.

In my building if we exhaust FT drivers it goes
FT Combo
Air Drivers
Qualified PTers
