Yeah... because jobs don't care when you show up. Just show up 15 minutes late every day because your other employer can't get it's $hi+ together, and see how long UPS keeps you around.

What upchuck said - you work until the job is finished and you're sent home.

If they try to send you home early, you can refuse because you are guaranteed to be paid for at least 3.5 hours - unless you volunteer to leave early.

So, unless you have a prior arrangement, such as classes/school or an appointment that was approved by management, you're there for the duration.

You got to be careful when you use the word "refuse". You always work as directed and file a grievance later - even if they sent you home before your guarantee.

If they ask you to go home and you agree you waive the guarantee.

If they ask you to go home and you want to stay you need to insist upon your daily guarantee. If they then tell you to go home you will get your 3.5

Asking and telling is different. At my building, you don't have to insist. If they tell you to go home, you don't have to say anything. It's management job to ask you if you want to leave.

If they TELL you to go you reply that you have seniority and would like to work. If they insist you leave you file.

Well, at my building you don't have to say anything, even for three months and a shop steward can give you all the time you've missed by not doing your 3 1/2 hours.

Here the first thing a steward will ask will be "Did you tell them you have seniority, work is available, and you'd like to stay?".
If you answer No then you've lost because a steward won't waste their time to go to management only to be told that you were told to leave and you did so without exercising your seniority.
A steward is not a babysitter to get you paid. Part of being in the union is to be proactive in taking the first step in preventing your rights under the contract from being violated in the first place.

Sounds like you need some new stewards and some outspoken people in your building. Here the first thing a steward would ask you is "did you say you wanted to leave?"
