The problem would be compliance. You give some guys an inch and they would literally take a mile .
How do you define neatly trimmed though? What I consider neat may not be your definition.I don't see why we can't change the standard to allow neatly trimmed beards. I wouldn't be apart of it since I've not shaved nor trimmed in about 13 years, but a neatly trimmed beard can look professional.
If UPS wants clean shaven for it's drivers I can't complain. You agree to it as part of the position. If they didn't have that stance then years later when most of the drivers sported beards they tried to change it I'd fight along side the drivers to keep it.
All I want is a neatly groomed goatee. Something like this:
