That's only for contributions not for exchanging from fund to fund.It takes 7-10 days for any changes to take effect so you most likely would not have been able to take advantage of the recent up/down activity.

In the self managed account, you are correct it takes time to settle the trade .If he has cash sitting there that is one thing but if he has to move stuff around to free up some cash that can also take 7-10 days.

I moved my funds over the phone, when I closed out my account.Yes but they are not outrageous.
It is very easy to move funds in to the SMA but a bit harder to move them out.
