Maybe maybe not. When I was a kid, another boy that lived in the apartment complex I lived in got grabbed by a guy. Totally random, we were all riding big wheels in the courtyard. He doused the kid with gasoline and lit him on fire. The kid lived, but mentally ill predators have always lurked nearby. IMO.

Children aren't stupid. Just naive. And it sounds like the worst offenders are teens who should know better. But the system doesn't encourage them to start thinking on their own.

There will always be those few who are totally bat
crazy but society doesn't want to lock them up. That would be too cruel. Apparently its better to let them wander around unsupervised.
