Can higher seniority bump a bid driver?

Say driver B has a bid route. Driver E has a split from B. Volume drops and the split is absorbed back to B. E has more seniority than B. Can E bump B from bid route even though the 50%+ has not been met?
The way I see it…E had ample opportunity to bid said route and passed allowing a junior driver to have it. You just can’t come along and later say “hey! I want that route now”.
Union backs Driver E
Where i am in the west, E can bump the lowest seniority driver in his loop, or go utility for the day.

My local put this out last year to members because we were having issues. Most of this language is just the Southwest rider but the temporary 50% change is the west.

Even if it is a Bid Driver?
I don’t understand what you don't understand. He can bump the lowest seniority driver within the loop. That's SWPR language, it varies by area which is why @542thruNthru was asking what JC or rider you're under. Basic western language says you can follow the majority of work if seniority allows, work utility, or take the day.

Yep, I understand what you mean but I think some people are getting confused about terminology in different locations of bid and utility. The only drivers we have here are bid cover drivers and unassigned cover drivers. We don’t have any part-time coverage drivers or any kind of utility drivers here although many places do.

Yeah, but he's in the west, it's pretty universal here.

Sorry, but I don’t care anymore.

Cover is a full time bid out here. I did it for 7 years.
