Because retiree's are below the Part time work staff level when it comes to contract negotiations. The current working people could care less about retiree's. At least that's how it is here.
Seems to be there could a struggle in the upcoming vote, between the soon to be retiring, active union rank n file member and the up and coming, not so active rank n file. From what I hear in our center, the near to retirement guys are so laser focused on what the next Pension will be, they may voluntarily bypass wage increase, better health, the fight over 22.4 language, etc.
A balanced labor union represented by everyone is important, to come up with the best contract covering the widest scope of benefits and wages alike.

Is the wording of our health coverage negotiated in the contract, or does Team are just offer a package and we accept it?

Reason asking - I think it's silly that Chiro care is only for children 12 and over. Seems like an arbitrary #.

Then again, having no skin in the game allows you to be more aggressive.
WE vote for or against the contract proposal. If we vote against the proposal, we go out on strike and the union continues work for us towards an agreement that will be approved by membership.

No reason not to continue working during negotiations. A strike is the very last option.

Typically how far in advance of contract expiration does a new proposal become offered? And then with that, how long do we work without a contract if negotiating is still happening?

I agree it should be the very last option and we have worked past at least a couple of contracts in the past 20 years or so. As you just stated it is an option that sometimes does need to be utilized.
