Correct me if I'm wrong, but the majority of that oil is unusable in the states and is refined and shipped to China. If this is factual, doesn't that hurt them more? Transporting by rail will generate far more in labor incomes than pipeline maintenance. Locomotive and rail car manufacturing, railroad construction and maintenance produces high paying skilled jobs also.
Isn't the oil going to be transported to Canadian Pacific port, not through the U.S.?

I believe the sand tar is partially refined in Canada, then moved to Nebraska and refined again before it moves to Louisiana for final refining and shipping to China. I could be wrong, I'm going from memory, which sometimes isn't that good.
