Every driving position will have a pay progression if that's what you mean.

But no you don't have to be a 22.4 first before a RPCD

Some areas they kind of did because a 22.4 is FT and FT get first dibs on FT positions.

Correct me if I am wrong, but 22.4s are only in centers with Saturday ground?

If so, maybe the OP won’t have to worry with the 22.4 position.

I imagine that unless you are in extremely remote center, everyone will be a Saturday center at some point.
