$8.50 per hour is too low. Students are generally on their parents insurance, so they don't care about benefits. Typically if someone takes the job and has a good full time job, they willl stay a little longer for the benefits, but you have to look at it this way: $8.50 is better than zero, and as soon as something bettter comes along they leave. McDonalds in this area pays $9 per hour, benefits, uniforms, meals, inside (cool in the summer, warm in the winter), no heavy lifting, tuition re-imbursement, and flexible schedules. They are just one on many employers competiting for the same part time employee UPS is looking for.
We used to have people lined up to work at UPS because they could make in a week part time what their friends made working 40 hours (some of you old timers remember this), but now we are a victim of what $8.50 attracts. Think about it this way: 1 out of 2 part timers are staying with UPS, they are not the cream of the crop, but if they make it and stay they are your future full time drivers or better yet management promotions. So we promote the best of the "worst" because this is all that is left. We have to do something to attract and retain young talent or it won't be long before we are #2 or #3 in this highly competitive market.
