The goverment loan GM 49 billion. they have already collected 36 billion and continue to hold a 19% stake in GM. Today, the stock is at 27 bucks and rising. The goverment will sell shares over a period of 1 to 2 years as the stock price increases bringing in more revenue.
If the goverment sells ALL of its shares today, it would lose 12 billion, however, selling the stock over the next 24 months as the shares rise will reduce the goverment loss to under 10 billion.

Never understood why Obama gets all the credit for "saving" GM when he wasn't alone in giving the process time to happen. We should give credit where credit is due!

Most likely the credit comes by an example "documented statement" below:
