Also, under this post it says to get on 9.5 list by January 5. You can get on the list anytime I thought I read.
You can. But labor, and the union generally want stewards to ask everyone at the beginning of the year to sign up. Also when you get on and off the list, it takes a week to qualify to file. Getting everyone signed up before the 15th guarantees everyone’s ability to file the first week.

$20 a year gets all your surepost packages upgraded and delivered by UPS.

While back I had an idiot shipper screw up an order I needed ASAP so I got it to cut a day or two off the delivery time. Definitely didn't renew the subscription.
Yeah you do lose a day if it goes to the Post Office to be delivered. That wouldn't even happen if they didn't initially try to use Surepost.

I’ve never even gotten to choose if I wanted to use ups sure post or not although I would assume when I choose free shipping, I’m getting something similar to sure post

I think Surepost was just a UPS attempt to copy the FedEx Smartpost. The free shipping is usually a day or two slower however its shipped but still worth it if your order isn't time critical.
