Biden approves NYC congestion charge that would cost drivers $23/day

New York city's congestion pricing plan has moved another step forward in the approval process by the federal government.. The Federal Highway Administration has signed off on the MTA's plan.

• All areas south of Central Park will have a flat entry rate of $23 for all drivers
• Officials say plan would reduce the number of cars entering Manhattan by 20%
• Outside travelers could see fees as high as $120 under the MTA proposal
