No, but it seems like these days that's what would happen. As sad as that is, even worse is people who believe running is a capital offense.

LEO's have no clue what intentions people have when they respond to a call or make a stop.
Because in stop and frisk they have NO excuse in the first place. It's like going door to door and anyone who doesn't let them searches the premises is presumed guilty and hiding something.

To be fair, we had a situation a few years back where a Portland police officer nearly got killed because a news helicopter was filming a SWAT team raid on a house and televising it live, thus giving the bad guy inside the house a birds-eye view of where the officers surrounding his house were hiding. The public has a right to know, but that information can certainly be withheld until such time as the threat has been dealt with. I think the FAA came up with a rule prohibiting helicopter flights below 3,000 feet over an active crime scene in order to prevent it from happening again.
I know my rights and unless a cop has reasonable cause to stop me, I'm not stopping and he can question someone else.

And that's the problem. Listen to yourself. I pose no threat if I'm running and yet you think it's OK for them to open fire. That's messed up.
Wrong. Kidder already knew backup was on the way. He had time on his side and used it. At any time he could have opened fire and he knew he did not have to.
