It's not a crime but considering they used a go between law firm to pay Fusion GPS to produce the Steele dossier it does look like they didn't want to get caught smearing Trump with salacious lies.

b) FBI uses it to start a criminal investigation against the target campaign-Trump
c) FBI uses it without revealing the biased sourcing to generate FISA warrants against the target
Roger Stone pursues Wikileaks information that was provided to WikiLeaks by unknown sources possibly Russians and is the target of investigation by the same
