These are not new ideas but have been around for over two centuries.
It never developed into mainstream teaching or though because of the widespread belief that Europeans were superior.

I wrote a paper on this in High School and got an 'A' but not much support from schoolmates.
Europeans were not more intelligent but were driven by constant war which produced superior technology and because of Eastern Hemisphere trading which, while killing millions, helped Europeans to develop disease resistance.
