Market levels supposedly correspond to the cost of living in your area. Higher cost of living, higher pay scale. C1 is front counter pay scale, C2 is driver pay scale, C3 is cover driver scale. Steps 2-10 are the pay rates between starting pay and topout.

No, it's not. But, that's in a very few areas, AND if you're topped out, AND if you're a swing driver. If I was still there, I would be at $32.19. A far long way from $40.$40 a hour doesn't seem too shabby.
