Yep.
Um.... not really.
It's not been re-interpreted.
Just applied differently.
You can argue "past practice" all you want.
There are 5 requirements, that must be met.
And let me tell you.... the bar is set high.... for the requirements to be met.
(Not just through the Panel system, but in Arbitration)
