Yet progress against poverty, as measured by the U.S. Census Bureau, has been minimal, and in terms of President Johnson’s main goal of reducing the “causes” rather than the mere “consequences” of poverty, the War on Poverty has failed completely.

That was $22 trillion injected back into the economy.
And poverty was eliminated, great we can discontinue all social welfare. The piece didn't deal with where the money went, it dealt with the results of the money. It has proven to be a failure.
