Neither are specifically mentioned in the Constitution, both should be left to the states, you assumed I thought welfare should be federal. I was merely offering the results on the war on poverty. I made no distinction to who should administer such programs.

The difference is I had Medicare deductions taken out of my checks (FOR WORKING) for years and years.

And poverty was eliminated, great we can discontinue all social welfare. The piece didn't deal with where the money went, it dealt with the results of the money. It has proven to be a failure.

In Mass. before a deal was made to move welfare from the cities & towns to the state level , everyone had to apply in person at their local level and that money came directly from the real estate taxes .
Basically you had to your neighbors and beg for funds.
