You tell us. Ukraine was fighting Russian separatists in its eastern provinces and Obama refused to give them weapons. You may recall that Obama was on a hot microphone telling the Russian president to tell Vladimir to be patient. That it was his last election, let him get through it first. If anyone colluded with Putin it was Obama.
