I said between 6 months and a couple years, it wouldn't have to be 50% to have had an impact. If it were 20% and they were considered ineligible, then the total percentage of people who were eligible and voted would have been over 50% and the 2/3's rule would not have applied. Even if it were only 15% total votes would have been over 50%.
