Why can't drivers under 4-years in opt for the 9.5 list?

In regards to your second paragraph, they just add a different split to these type of routes in our center each day, making you ineligible as well. They claim it's not the same route.
Same route number, same diad, same 90% deliveries, same 100% pickups, just more work in addition.....tell them to suck the low hanging fruit!

The reasoning would have to be the guys under 4 years got thrown under the bus for something else. Although we didn't exactly gain much this contract so I'm not sure what that would be.
Ups won on this contract. Large amount of drivers at retirement age - changed top out to a 4 year progression. That is what happens when a majority of the workers are older and will piss on the younger generation of workers to try and shore up their impending retirement situation.

The word "or" in there really throws the whole thing off. It was explained to me that to file the first 3 requirements have to be met OR you're a driver with 4 years seniority.
It can not be interpreted this way. It is impossible to satisfy both:
(1) cover a route for a whole week
(2) be prevented from covering a route for a week

Since requirement (1) and (2) are mutually exclusive and the word OR comes after them and before the 3rd condition (4 year driver), only one of the three conditions need to be met. You cannot meet requirement 1 and 2 at the same time so the OR means only one of the 3 need to be met.

They can claim anything they want, does not make it true.
Does the route have a route number? Is it the same route number for the whole week?
Does the area covered by the route change more than 50% day to day.
File and you will likely get on the 9.5 list.
