The fact that it was on his neck and was so obvious makes me feel it was done on purpose and was actually trying to get caught. I've heard that a lot of pitchers use pine tar and the hitters know that a lot of pitchers use it. You don't need much of it, certainly not a big glob like was on his neck (or his hand in the earlier game). The pitchers know how to hide it pretty well, in the glove or on a sleeve, and certainly this guy should know how to hide it, and if you find it on the ball its hard to say it didn't come from hitting a bat.
