They have this in either Western Pa. or Central Pa. and you are right. They never hire because they pay seasonal rate and part time entitlements with no recourse. They have guys that have been seasonal/utility/casual drivers for 10 years or more.

You can have that now so why would you give anything up? Go to a dermitologist, get a note saying your face is sensitive and you can't shave, take note to HR and file an ADA accomodation which they can't turn down because they have done it for others, trim your beard to keep it neat.
