The Border Patrol’s practice of detecting but not apprehending illegal immigrants -- known as “Turn Back South” -- is in effect far north of the U.S.-Mexico border, Arizona Sheriff Larry Dever claimed in congressional testimony Tuesday morning.
“It appears, according to numerous reports from current and former border agents, that this practice has gravitated many miles north of the border. That means that, regardless of proximity to the border, people who are detected but not caught are considered to be “Turned Back South,” Dever said in his written testimony before the Homeland Security Subcommittee on Border and Maritime Security.

I think he is saying that if a country offers help to another than the corporation responsible for the disaster should repay the country for any help offered.

BTW, BP agreed today to pay a $250M fine in Alaska.
If that is indeed what he is saying, I agree 100%, IMO the total cost of repairing the gulf, reimbursing honest businesses for loss of income...yadda yadda yadda.

“If you are caught smuggling fewer than 6 illegal aliens, you will not be subject to prosecution,”

The Mexican navy says marines patrolling a lake along the border with Texas discovered a drug gang camp on an island, provoking a gunbattle that left 13 people dead.
The navy says one marine and 12 gunmen from the Zetas drug cartel were killed in the gunbattle on the island on Falcon Lake, about 45 miles (70 kilometers) northwest of McAllen, Texas.
The navy said in a statement Monday that the gunmen opened fire when the marines found the camp. The statement said marines seized more than 20 guns, including several assault rifles, after the shooting Sunday.
The statement said the Zetas were smuggling marijuana from the camp into Texas by speedboat.

I'll let you in on a small secret, the largest gun runner to the cartels in Mexico is our own gov't.
They allowed the weapons to be smuggled into Mexico on the idea that tracking them would help id who got them, the downside is those same weapons killed our own agents.
