Nope different signs. The one about the engine being shut off is also the one that says no smoking. It's illegal to leave your vehicle running.

The only time that it would even be an issue is if I were to not ground myself to bare metal before touching the fuel nozzle.

Gas fumes are combustable. You don't think a running vehicle can put off a spark or heat enough to cause an explosion?

That's buddy**because it's less harmful than alcohol and is not physically addictive like alcohol. It also has many medicinal properties as well.
